In fact, for many government contractors, the process of selecting subcontractors and vendors that will provide support during contract performance often begins well before contract award, and in some instances even before a contract solicitation has been issued.

In many, if not most, instances, government contractors are required to meet certain requirements when they subcontract part of the work to other contracts. Companies awarded contracts set aside for small businesses or under one of the SBA’s small business programs also may be subject to requirements that limit the kind or amount of work their subcontractors perform.
